“NAPAC supports those who have suffered abuse in childhood.  We know, both from personal experience and from research, that such abuse can cause continuing harm to people throughout their lives, including becoming involved in partner-abuse and other forms of domestic violence. It makes no sense for this Bill to aim to prevent domestic abuse while still permitting the lawful assault of children.  If you are serious about this issue, please make sure the Bill fulfils the promise of successive Welsh governments by including a clause to remove the defence of ‘reasonable punishment’.”
